Mengacu pada UU No 18/2008 pengelola kawasan ( industri, perumahan, komersial bisnis dan niaga, pertambangan dan wisata) wajib mengelola sampahnya secara mandiri. Bagi kepentingan mengubah masalah sampah menjadi sesuatu material baru yang bernilai bagi ekonomi, lingkungan dan sosial, diperlukan penguasaan akan manajemen dan teknologi yang bisa menjalankan jasa lebih modern, cepat, memberi kemanfaatan dan higienis.
